In looking over changes needed for requires PR and default parameters PR, I
noticed I at some point had been working on one for static_assert. TBH, I
only vaguely remember doing such. Gonna chalk that one up to
lockdown-brain. Regardless, I wanted to toss it out to the group as a
straw-man to gather feedback and input on. Happy to drag this one through,
same as the other two, per any feedback people wish to provide.
