What reached consensus was work on a "C++ Modules Ecosystem Technical
Report" <https://wg21.link/P1688>. The Ecosystem IS aims to be a
normative standard for all ecosystem areas. The initial edition will
concentrate on some basic tool interoperation specifications.
Depending on the feedback from the Modules TR, after that's published,
we would expect some specifications relating to modules to get
incorporated into the general Ecosystem IS. This follows the past
pattern of TRs being narrowly focused while ISs being generally
encompassing. The reason to work on the Ecosystem IS now is that we
have seriously pressing needs, as repeatedly voiced by users, that
need attention ASAP.
