To Whom It May Concern,

     Why is work on a formal ecosystem IS as proposed in P2656 getting any
attention and maintaining any momentum when the Ecosystem Technical Report
was already a thing in progress? From what I've heard, a TR had consensus
as the appropriate and preferred path forward in this area.
