As the same as what I'm thinking, Maybe It's not an issue of editorial in
draft(so, there's no any reaction on github) instead it's a defect in c++
standard. In order to fix it, maybe we have to discuss such a defect with
other c++ standard committee members to let them agree with this point, and
post the changing suggestion.☺
