Hello,

I just submitted https://wg21.link/p3286r0 , which specifies the format of
the metadata file that should be shipped with pre-built libraries.

The same format will be used by the standard library itself to inform build
systems how to parse the std modules.

This is formalizing earlier discussions on this list, which already inform
the experimental support for it in libc++, which already has been
implemented in CMake.

Feedback is welcome.
