While working on D2656R1 I realized there was one key aspect of
managing interoperation in the IS: we need a way to find out what a
tool supports (just like we have feature macros). Hence I came up with
an attempt at a mechanism to formalize that aspect for tools. I
consider this a foundational aspect if we are to have a successful IS.
