We've made changes to the original IS proposal to add a development
plan. The plan includes a tentative timeline and process:

and get consensus on:

1. There are a couple of options for the timeline. The one presented
in the paper, the one I currently have a slight preference for, is for
a quick two year cycle. But there are other options. The arrangements
we are considering (paraphrasing Ben's words):

1a. Three year cycle synchronized with the C++ IS development.
1b. Three year cycle offset with the C++ IS development.
1c. Two year cycle offset with the C++ IS development.

2. After consulting with Herb he pointed out some options for the process::

2a. We can have a new TWG handle the review and approval of the IS.
SG15 would likely go dormant in this option. It was my understanding
this was the only option but..
2b. Herb pointed out SGs can, and have, directly maintain a standard.
Hence we also have the option of keeping SG15 and having it directly
review and approve the IS content.
