Firstly, judging by Inbal's comment on the issue tracker, there exists an
R1-R3 of the paper which has not been put into the paper system. What's up
with that?

Secondly, the issue is strangely not assigned to any subgroup in the
committee right now, which I've been told is an extremely bad situation
that we want to avoid because that essentially means no one will schedule
it since no one is responsible for processing the paper. It used to be
labeled LEWGI and that was removed without adding LEWG, which seems
accidental.

Anyway, you should get in touch with the LEWG chairs (
https://isocpp.org/std/the-committee).
