Yes, my suggestion is compile-time only. (I am sure that even if
someone thinks my suggestion looks interesting, there is a lot that
could be done with it - extending to attributes on data and/or types as
well. It may not remain compile-time only, but certainly the aim of
anything like this is to be minimal overhead and maximally checkable at
compile-time.)
