I'm trying to figure out how to submit a proposal correctly and I'm reading:

* write a draft proposal and circulate a link to it on the std-proposals
mailing list
* I've circulated prior versions of
https://lyncon.se/~ted/try_lock_for_until_R2.pdf
and hope it's now in shape to submit.
* You’ll have got a proposal that’s in shape to be "submitted as an
official numbered paper" for consideration at an ISO C++ standards
meeting
When following the link to
https://isocpp.org/std/standing-documents/sd-7-mailing-procedures-and-how-to-write-papers
it says:
* This document is intended for WG21 committee members. If you are not a
committee member, please see the "How To Submit a Proposal" page for
public instructions about how to get started with a proposal.
which leads me back to https://isocpp.org/std/submit-a-proposal
Maybe I'm tired, but ... what's the correct action here?
