Thank you, Alisdair! I remember you saying that; I'm not sure why I
missed getting it into the notes. I added the following:

    Alisdair reminded the group that codecvt_utf8 and codecvt_utf16
    convert to and from UCS-2 or UTF-32 depending on the size of the
    first template parameter.
