For the minutes, an important note that is missing from the P2871R0 review is that just before we asked for consensus, I observed that this is the facility that lies in its name and uses UCS-2 rather than UTF-16. I know that was important to persuading Jens!

Alisdair reminded the group that codecvt_utf8 and codecvt_utf16 convert to and from UCS-2 or UTF-32 depending on the size of the first template parameter.
