I'm slightly hesitant here, given that the replacement
(e.g. Zach's UTF transformation paper) isn't in yet.

The title is "Remove wstring_convert From C++26" but the text of
the paper contains
"This paper takes up the deprecated C-style API for race-free access to shared_ptr objects, D.24
[depr.util.smartptr.shared.atomic]."
I'm confused.
Also, this paper is missing wording and it would be good if there were
at least a few sentences on what the facility is intending to do.
