I'm slightly hesitant here, given that the replacement
(e.g. Zach's UTF transformation paper) isn't in yet.

That seems to be intimately tied into the other facility.
Anyway, these particular locale facets can go, in my view.
(As a locale facet, it has no purpose.)

The title is "Remove wstring_convert From C++26" but the text of
the paper contains

"This paper takes up the deprecated C-style API for race-free access to shared_ptr objects, D.24

I'm confused.

Also, this paper is missing wording and it would be good if there were
at least a few sentences on what the facility is intending to do.
