Comment that I believe to be substantive to what was discussed today:
It is not readily apparent why the data file is added to the normative
references.
In the wording, we have:
The character classes XID_Start and XID_Continue are specified in UAX #44
Maybe we can say:
The character classes XID_Start and XID_Continue are Derived Core
Properties as described by UAX #44
