If a successful import "foo.h" adds foo.h to the set of importable headers, it's important that not cross TU. Otherwise we'll have impossible to debug temporal dependencies in builds. That is if foo.h becomes an importable header after b.cpp is built, the interpretation of a.cpp would be unstable if has #include "foo.h".
Reuse of precompiled header artefacts would unfortunately make this a natural strategy. Converting an include to an import because the compiler sees it has the cmi.
