I've placed an updated D1177R1 on the wiki <
http://wiki.edg.com/pub/Wg21sandiego2018/SG15/package_ecosystem_plan_D1177R1.html>.
It has added references to the papers we'll be talking about. With
indicators as to which part of 1177 they attempt to address. There are also
two additional references to proposals that are WIP, that didn't make it in
time for the mailing, from Colby Pike that are apropos.
