Hi,

Attached you'll find a proposal for creating a tooling attribute to
consolidate a language provided mechanism to communicate with external
tooling (aka linters and friends).

Looking for feedback, as I realize that I missed the chance to have this
included in discussions at San Diego. Hopefully it won't be lost in the in
amount of signal generated for San Diego.

I'll also be San Diego as an observer if anyone wants to talk in person.
