Well, as you can see from the issue, EWG-I discussed this in Kona 2019
and gave some guidance. The paper authors are expected to update their
paper based on that guidance.
Apparently, they haven't yet done so. If you wish to take over their
paper and continue the work, feel free to contact the authors and ask
for their permission to do so.
