You seem to misunderstand the Standards process and how this mailing
list fits into it, and seem to be complaining about someone who
already said that they aren't a committee member. They cannot dictate
anything about paper publication, nor control the release of the
Standard. They cannot shut any proposal out since they aren't a
committee member. No committee member has that power. You can ignore
their opinion and publish your paper anyway.

You're in the wrong place for a formal answer from the committee.
Publish your paper and perhaps you'll get feedback from committee
members, either directly, or perhaps discussed in one of the study
groups.
