You wanted a clear answer about the topic, and everybody is entitled to an opinion or professional assessment whether it is worth.
All working groups routinely ask the members, whether a proposal is worth following up, in the knowledge that only some proposals can be processed and others would have to be discarded.
So there is nothing scandalous about it.
