We cannot provide a JIT.
I mean, it could be done, but I expect it to take 10 years of drafting papers
and a lot of effort discussing with vendors and stakeholders. Short of someone
investing that much amount of time, with incredibly potent arguments, JIT is
not going happen. Do not talk about JIT in your proposals.
