It's C++23, it has always been C++23, and it was completed as planned.
ISO may have not managed to publish
it in time, like they didn't for C++20, C++17, and iirc also for
C++14. That isn't something we consider a sufficient
reason to bump the year numbering, and thus far ISO has managed to set
the correct year number on every
C++ standard despite publishing them after new year.
