Simple header file of my library that is publicly available, I compile
dll using C++20
and really on its features. And if some else grab by headers and try link
to my dll I would prefer hard error if compiler do not support NUA or
interpret it
diffrent than my compiler.

I simply think that attributes are not the correct tool for changes like this.
Standard did use it for NUA but I think it was unfortunate as it affects ABI.

For me proper use of attributes should be hints for the compiler for
better performance,
like alternatives for `restrict` from C. And other restrictions on
user codes (like `[[assume()]]`).
In that model deliberately ignoring attributes and its semantics would
not break anyone's code.
