The main motivators were tightening up the Overview & the mathematical descriptions, and the introduction of descriptors to replace references (described in P3130r3).
These should be available after April 15th.
I'm still working through the implementation using descriptors. I'm not convinced there isn't a slightly better design yet, but it's close. I don't expect any change in the implementation to affect the content in the papers.
