Following the cancellation of the Varna meeting, it has become necessary
for SG16 to make decisions in telecons so that papers can be forwarded
to upstream subgroups (EWG, CWG, LEWG, LWG) for review in their
respective telecons. The following draft document has been prepared to
address this need:
