SG14 is special here in that it is explicitly open to participation from
non-committee people. SG14's mailing list is public and anyone can sign
up. The mailing list archives are openly accessible at
  https://lists.isocpp.org/sg14/
So you won't make any information public that wasn't public before. Be
aware though that if you Cc people that are not on the list, their
replies will not get forwarded to the list.

For the other WG21 subgroups though, Andre is correct that it is usually
not advisable to Cc non-committee members, as posts to those lists are
non-public.
