Techncally, I'm bringing that paper to WG14 not WG21. It is Mr. Wakely
who would then be bringing whatever WG14 does to WG21.

Equally, we can probably kill two birds with the one stone here, but
really it's up to Mr. Wakely to call this. I'll do whatever he thinks best.
