What claim? I was quoting YOUR PAPER. A statement made in P2814R1.

That's a claim made by you and your coauthors in P2814R1, in
7 Summary of key differences. I have no idea how you manage to turn
that into my "claim", when I'm asking
you to clarify what you and others have written in a paper.
