Given section 2.2 of your proposal I think that if it is standardized it
should be sent straight to Annex D ([depr]).

Further, the #pragma once ID form is an unrelated new invention so I
think it should get it's own paper.

I also recognize that there are many concurrent ways to implement this and
thus I think this will take up lots of time that could be better spent on
more interesting features.
