Sorry to be new about this processes, I don't see yet
what is the difference between an issue with
https://github.com/cplusplus/draft/issues/new
or a CWG.

Editorial issues are reviewed by the editor. Core issues are reviewed by CWG. Issues that require some deliberation by core language experts have to go to CWG.

I do not fill yet to master the specific intent
of who designed those examples, therefore
I would prefer just to report there is an issue
there, without proposing a different example.

Is it fair to proceed this way with
https://github.com/cplusplus/draft/issues/new ?

Yes, you can submit the issue without any proposed resolution.

Thank you.
