Reviewed the EWG discussion, and additional steps required to turn P2066
into a TS.

Will need to be reviewed by CWG after EWG polling, and (briefly?) by LWG.
Investigating whether LEWG review is needed.

Jens Maurer already updated P2066 to reflect EWG-requested additions to the
list of library facilities not reported in transactions.

Discussed merging P2066 & P1875 again. Hans to follow up.
