• P2773R0: Considerations for Unicode algorithms.

This paper covers a lot of ground and serves as an excellent introduction of considerations to apply to upcoming reviews of papers targeting the standard library; specifically P2728R0 (Unicode in the Library, Part 1: UTF Transcoding) and P2729R0 (Unicode in the Library, Part 2: Normalization).

Please read it before the meeting if at all possible.

There are potentially many polls we could take to gauge our alignment on positions taken in the paper. I'll try to have a candidate list prepared for the meeting, but any that we take will likely be guided by discussion.

I don't expect us to complete review of this paper in a single telecon. If we don't, we'll continue with review in the following telecon.
