I think Jens is correct.  My understanding is that we were polling to use exactly the same phrasing as used for __STDC_VERSION__.

I thought we specifically wanted the phrasing from __STDC_VERSION__, i.e.

"An integer literal of the form yyyymmL (for example, 199712L).
Whether this symbol is predefined and if so, what its value is,
are implementation-defined."
