This would also remove the need for Microsoft platforms to do a

phase 1 transformation to map \r\n to \n, which I believe is one of

the reasons given to not constrain phase 1 further.

Note that I am still not in favor of curating phase 1 freedoms, but

am in favor of reducing the pressure to exercise those freedoms.
