Attached is a draft paper intending to address the following CWG issues and other wording issues in [lex.phases], [lex.ccon], and [lex.string].

• Core Issue 411: Use of universal-character-name in character versus string literals
• Core Issue 1656: Encoding of numerically-escaped characters
• Core Issue 2333: Escape sequences in UTF-8 character literals

I will submit this paper for the Prague pre-meeting mailing, so any feedback provided before the mailing deadline on Monday would be appreciated!
