Attached is another update addressing feedback from the SG16 meeting this week as well as some other changes.  Changes include:

- Updated the introduction to reflect progress made for C++20.
- Updated constraint 1 with news of new compilers for z/OS that target newer language standards.
- Removed discussion of the encoding of char16_t and char32_t literals being implementation defined now that P1041R4 [P1041R4] has been adopted for C++20.
- Added constraint 7, File names do not have an associated character encoding.
- Added non-directive 3, Encoding of file names.

Please review and let me know of any further suggestions or corrections.

Any feedback is appreciated.  This revision is targeting the Cologne pre-meeting submission deadline of next Monday, so please provide any feedback in time for changes to be incorporated by then.
