Attached is a (very) rough draft of a paper intended for the Kona pre-meeting mailing.  I had hoped to get it into better shape than this before sharing it, but am sharing now so that we can discuss in today's SG16 teleconference.

It proposes some minor changes to the standard library to address some unintended and unnecessary impact from P0482R6.  Most of the paper discusses options projects can use to workaround the (intended) backward compatibility impact from P0482R6.
