As of right now, I would guess:

  * LWG issue 4090: Underspecified use of locale facets for
    locale-dependent std::format.
    Victor has done some home work and has some suggestions for
    alternate wording.
  * P3681R0: char_traits: Stop the bleeding!
    I'd like to discuss this before we continue with the zstring_view
    proposals.
