I've revised the proposal as D3374R1 as discussed and suggested in the regular meeting at October 23rd. The main difference is that the format has been changed to `(position, mbsinit(&state))` instead of `(position, mbstate descriptor)`. Any suggestions would be appreciated for this new draft!
