I have updated P2873 onto the current working draft, and added
an introduction to code conversion facets so that non-expert iostreams
folks should be in a position to review the paper.

Please comment on my introduction and highlight any errors or issues
that need clarification, and any other outstanding comments you have
would be helpful too.

The goal is to push this into the July mailing.
