The summary for the SG16 meeting held February 9th, 2022 is now

Two decisions were made at this meeting:

 1. We agreed to forward P2498R1 (Forward compatibility of text_encoding
    with additional encoding registries) <https://wg21.link/p2498r1>
    with amendments to LEWG for C++23.
 2. We agreed to forward P2513R1 (char8_t Compatibility and Portability
    Fixes) <https://wg21.link/p2513r1> with amendments to LEWG for C++23
    with intent to handle as a DR.

Per our operating procedures

these decisions will be deemed as having SG16 consensus subject to
dissenting opinions raised during the next week.
