My inclination for this week is to focus on the remaining P2178
proposals, skip proposal 9 now that we have this new paper, and focus
extra time on discussion of proposal 1 (mandating UTF-8 support) and
polling. We can then discuss P2194 at the next SG16 telecon. This will
give people a little more time to read the new paper before we discuss it.
