Anyone wanting to help poke Microsoft to turn on UTF-8 for all newly
created projects targeting recent Windows 10, please add your voice to:

For Mingw, they've always been great at tracking changes in MSVC. I'm
sure they'd continue that. I might add that one of the very senior MSVC
devs maintains a popular Mingw distro they use internally for testing
MSVC :)
