Hmm. To me there seems to be an inconsistency.

On the one hand, they don't want to have to include all the standard
library headers to figure out how to configure for a library. On the
surface of it, that seems reasonable.

On the other hand, there is an expectation that they can provide
configuration settings for the whole standard library from a single
include file.

Is the standard library a unit, or is it a collection? It seems that
the answer is expected to depend on the reason one is asking. The cake
should be available even if one has already chosen to eat it.
