Almost all of the changes are wording tweaks which aren't too
important for SG22, but notably, R1 permits the use of bit-precise
integers as an underlying type for enumerations, which is deviating
from C23 and speculates on

accepted on the WG14 side.

In general, the proposal is based on what C2y will probably look like,
not on what C23 looks like right now.
