There is a new revision of P3666 in the mailing:

Almost all of the changes are wording tweaks which aren't too
important for SG22, but notably, R1 permits the use of bit-precise
integers as an underlying type for enumerations, which is deviating
from C23 and speculates on
https://www.open-std.org/jtc1/sc22/wg14/www/docs/n3705%2ehtm being
accepted on the WG14 side.

In general, the proposal is based on what C2y will probably look like,
not on what C23 looks like right now.
