http://www.open-std.org/jtc1/sc22/wg14/www/docs/n2601.pdf is the current
version of the TS 18661-3 as Annex to be integrated into C23 (accepted by
WG14, but not yet included in the working draft). (The integration of
parts 1, 2 and 4a into C23 is included in the latest working draft, as are
some other floating-point changes such as the new minimum/maximum
functions.)
